Residence of King Petram is an instanced zone for characters level 76-82. You can teleport to the zone via NPC Tritan, located near the entrance to the Wall of Argos zone.

Walkthrough guide
King Petram deals severe damage using long-range attacks and also casts stun. When his HP has reached a certain value, he starts summoning minions: Petram Piece and Petram Fragment. As long as his minions are alive, King Petram is invincible. The lower his HP, the more often he summons minions.
